Alterraon Phillips, ESQ.
CHAIRMAN
President., CBC is a licensed Florida Certified Building Contractor and a Member of the Florida Bar. He received his BS Degree from the University of Florida Rinker School of Building Construction and Juris Doctrine from Nova Southeastern University Shepard Broad Law Center. Al has over 20 years of in the field construction experience. Prior to his legal career, Al has held positions as an Assistant Superintendent, Architect’s Representative (Construction Administrator), and Owner’s Representative. [read more]
As an Architect’s Representative, Al oversaw construction for schools throughout Florida, private residences, banks, warehouses, retail buildings and historic renovation projects; of which and most notable the 1916 Historic Courthouse in Palm Beach County, FL. He is well versed in understanding the construction and real estate industry, FL Building Codes, NFPA Codes, and ADA Codes. Al Phillips, ESQ. also has vast experience with working with the private sector and government agencies throughout Central and South Florida.
Al has taken his vast construction experience and applied it to the practice of law. Since being admitted to the Florida Bar in 2009, he has focused his practice to the areas of Construction and Real Estate issues. He has committed himself to represent his clients vigorously to bring resolution to their matter whether in the courtroom or through negotiation. Al has represented clients against municipalities and large corporations. Stephie Rockwell
VICE CHAIR
Stephie Rockwell, is a seasoned veteran in the world of digital and social media marketing. Graduating with a BA from Boston University, Stephie began working in finance, consulting and fashion buying before parlaying her experience into her own custom-designed jewelry and fashion apparel business. Her combined business savvy, creative drive and entrepreneurial spirit has since led her to create Rockwell Global Media.
Using her innovative and fresh ideas, Stephanie has spearheaded digital marketing campaigns for RGM clients in every industry from fashion to medical practices, from managing pre-existing social media platforms, to tailoring a digital outreach plan from the ground up. Stephanie personally works with each client to assess and implement a strategy that is right for them. As a business owner, Stephanie understands the importance of individualized campaigns, targeted consumer marketing, and creating unique and memorable personas to help build her clients’ brands to succeed in the fast-paced digital world.

Joseph A. Casello
FLORIDA REPRESENTATIVE
District 90
Commissioner Joseph Casello brings broad public and private experiences to the City of Boynton Beach. In his hometown of Worcester Massachusetts, he served on many boards and committees, managing millions of dollars in assets and raising thousands of dollars for charitable organizations, such as the Worcester Fire Department Credit Union Board of Trustees, Municipal Retirees Organization, United Way and Habitat for Humanity. After moving to Boynton Beach in 2009, he served on the Golf Course Advisory Board and is currently President of the Knollwood Homeowners Association.
Commissioner Casello honorably served as a Non-Commissioned Officer in the United States Air Force. Assigned to the 212th ANG Unit, he was responsible for the installation of radio transmission sites throughout the country. In 1974, he was appointed to the Worcester Fire Department and promoted to Lieutenant in 1984. Within the Fire Department, he served in many capacities, including arson investigator, working closely with State Fire Marshal’s Office and the Bureau of Alcohol, Tobacco and Firearms (ATF).
As a business owner and licensed electrical contractor for over 23 years, Commissioner Casello operated Casello Electrical Services, specializing in residential and commercial electrical design and installation.
Commissioner Casello is married and has one daughter. He enjoys playing golf at the City’s municipal golf course, The Links at Boynton Beach. Taking pride in the Commission’s concept of team work, he most enjoys creating solutions to challenges, as well as promoting Boynton Beach as “America’s Gateway to the Gulfstream”.

Corey O'Gorman

Corey O’Gorman’s career spans over thirty years of public and private sector experience in community planning and zoning, real estate development, redevelopment and project management. He is a highly skilled planner and project manager proficient in research, technical writing, public presentations, administration, and organization, as well as management of personnel, consultants and general contractors. Mr. O’Gorman is big picture oriented with strong attention to detail; he has extensive knowledge and experience with the real estate development process applicable to private, public and non-profit charitable organizations.
Private sector (and non-profit charitable organization) experience includes real estate development project management from concept through construction, including affordable housing projects (including grant writing and administration); site selection; comparative site analysis; due diligence studies; critical path scheduling; consultant, designer, and contractor selection and contract negotiation; re-zonings, variances, and permitting; construction administration; budget preparation and monitoring; review and processing pay requests; and, final project punch-listing and close-out.
Public sector experience includes development coordination; site plan review; comprehensive plan amendments, re-zonings and variances; redevelopment planning, implementation and administration; planning, design and construction of parks, streetscapes and public spaces; amendments to zoning and land development regulations; developer negotiations including agreements for disposition and development of public land; project and program management; and grant writing and administration.
Maryann A. Payne

Maryann A. Payne has more than 10 years professional dance training and has danced professionally for more than 5 years across the USA. She has trained at schools and programs such as the Lula Washington Dance Theater, Dreyfoos School of the Arts, Alvin Ailey American Dance Theater, Debbie Allen Dance Academy, and Dance Theater of Harlem. [read more] Maryann has performed ballet, modern, jazz, tap, salsa, African dance, hip hop, synchronized swimming and musical theater onboard Royal Caribbean cruise line, 66th Tony Awards, on film, music videos, award shows and live theater and community festival shows. In-between performing and training, Maryann focuses on youth outreach and giving back to the community. Collaborating with other community locals and non-profit organizations she is constructing her company ‘MAP Dance’ to inspire and mentor underserved children in Delray Beach, giving them fun and creative opportunities to experience the world through the art of dance.
Maryann is a former participant of the GBDCEI Youth Entrepreneurship & OJT Training Program and has returned to serve at the board level. She hopes to leverage the training provided by GBDCEI to help the organization speak more effectively to emerging artist, entrepreneurs of the millennial generation.
Donald Norris

TECHNOLOGY GOVERNANCE
Donald Norris serves as the Database Analyst and Network Administrator with South Florida Regional Transportation Authority, Pompano Beach, Florida. He oversees the Cisco phone system and some of the network and database duties. He have been with agency for 14 years.
His community service includes: Canterbury Quantum Community Board of Directors where he served as President for one year and Vice President for 4 years, COMTO Fort Lauderdale Chapter were he as served as Vice President 1 year, Secretary 2 years, Scholarship liaison 2 years.
At Lambda North Donald assisted with locating a new facility to open for meetings, conferences, and community outreach groups and service organizations of Recovery and 12-step programs. Additionally he served this organization as President 2 years, Secretary 2 years and Treasurer 1 year.
Donald holds a Bachelor of Science in Information Technology, an Associates of Applied Science Degree, Computer Information System and an Associates of Business Management Degree, Business Technology.
His Hobbies/Interests includes: Biking, Weight Training, Bikram Yoga, Group Training, Traveling, Learning new things and new gadgets .
